("USACC") cross-appeals from the December 1, 2010, opinion of the Workers' Compensation Board ("Board") which affirmed in part, reversed in part, and remanded the Administrative Law Judge's (ALJ's) July 12, 2010, opinion, award, and order adjudicating the benefits claim of Matthew Stanford.
