This appeal requires us to determine whether the Contract Disputes Act of 1978 ("CDA"), Pub.L. No. 111-350, § 3, 124 Stat. 3677, 3816-26 (2011) (to be codified at 41 U.S.C. §§ 7101-7109),1 bars breach of contract and "essentially contractual" claims against the United States Postal Service ("USPS") in the district courts of the United States.
