David Bradvica was stopped for a traffic violation on November 12, 1986. The officer asked to see Bradvica's driver's license, and Bradvica replied that it had been recently lost with his wallet. In attempting to verify Bradvica's statement that he had an Arizona license, the officer was informed that Bradvica was licensed not in Arizona or Nevada but, rather, in California.
