This 42 U.S.C. § 1983 action is brought by plaintiff, Oleg Kis, against local governments and local government officials in their official and individual capacities.1 He filed this action on October 29, 1993, alleging violations of his civil rights in six separate counts.2 The court has jurisdiction pursuant to 28 U.S.C. § 1331.
