EVELYN V. KEYES, Justice.

Appellee, the Harris County Appraisal District ("HCAD"), moved for rehearing and en banc reconsideration of our August 13, 2013 opinion. We grant the motion for rehearing, withdraw our August 13, 2013 opinion and judgment, and issue this opinion and judgment in their stead. We dismiss HCAD's motion for en banc reconsideration as moot.1
