The Creedmoor-Maha Water Supply Corporation (Creedmoor) appeals a district court judgment dismissing, for want of subject-matter jurisdiction, claims for declaratory and injunctive relief through which it seeks to challenge a final order of the Texas Commission on Environmental Quality (TCEQ).
