Petitioner was observed tucking an item, which proved to be a balled up piece of paper containing two yellow pills, into her pants while she was being pat frisked. The pills were identified by a pharmacist as Clonidine, a medication used for pain and to alleviate symptoms of opiate withdrawal. Petitioner was charged in a misbehavior report with violating various prison disciplinary rules and, following a tier II disciplinary hearing, was found guilty of possessing unauthorized...
