FEINBERG, Circuit Judge:

Plaintiff-appellant Robert Matican participated in a sting to help officers of the New York Police Department ("NYPD") arrest a suspected drug dealer: Matican set up a drug buy, and the police descended on the dealer in force when he arrived about an hour later. After the dealer was released on bail, he assaulted plaintiff Matican with a box cutter, injuring him severely. Matican sued the City of New York ("City") and individual NYPD officers...
