Virsnieks pleaded nolo contendere to one count of burglary with intent to commit a felony, in violation of section 943.10(1)(a) of the Wisconsin Statutes, in exchange for the dismissal of one count of second-degree sexual assault, see Wis. Stat. § 940.225(2)(a). A Wisconsin trial court sentenced Mr. Virsnieks to the statutory maximum of 10 years' imprisonment and also ordered him to register under Wisconsin's sexual...
