This appeal arises from a consolidated action including our prior appeal of Barker v. Frank, Saline County Circuit No. 94-719-2, an Amendment 59 illegal-exaction case filed in Saline County, and Fountain Lake School District v. Adkins, Garland County Circuit No. CV-2003-1272-II, a declaratory-judgment action filed in Garland County. The circuit court dismissed this consolidated action on the basis of res judicata.
