[¶ 1] Stratton Sheep Company's (Stratton) property in Carbon County adjoins a U.S. Forest Service road. Claiming that road was not a public road and was not convenient given its proposed use of the property, Stratton applied to the Carbon County Board of County Commissioners (the board) for a private road across property belonging to Terence and Maureen Reidy (the Reidys) pursuant to Wyo.
