In this case the Sierra Club and the Alabama Environmental Council, two environmental groups, sued the Tennessee Valley Authority under the Clean Air Act, 42 U.S.C. §§ 7401 et seq., claiming that TVA's plant in Colbert County, Alabama violated the 20% opacity limitation, Ala.
