In these two appeals we consider the constitutionality of Virginia's Sexually Violent Predators Act ("SVPA"), Code §§ 37.1-70.1 through -70.19, and whether the evidence introduced by the Commonwealth was sufficient, by a clear and convincing standard, to support a finding that Rahmatollah Shivaee ("Shivaee") is a sexually violent predator.
