On a motion for summary judgment, the district court concluded that (1) Mayfield was barred by the doctrine of res judicata from bringing the majority of his claims against Lockheed, and (2) the court lacked subject matter jurisdiction pursuant to the "public disclosure" provisions of the False Claims Act to consider the rest of Mayfield...
