On March 22, 2002, Timothy Davis ("Davis"), currently incarcerated at Farmington Correctional Center, petitioned this Court for a writ of habeas corpus under 28 U.S.C. § 2254 [doc. # 4]. The Court referred the matter to United States Magistrate Judge Mary Ann L. Medler for a report and recommendation on dispositive matters and for rulings on non-dispositive matters.
