Plaintiffs Ted and Lynn Pahle assert claims under § 19831 and state tort claims against several law enforcement officials and departments along with their associated municipalities, arising from Mr. Pahle's drunk driving arrest on June 28, 1998. We now find that a dispute of material fact exists as to whether Officer Katherine Fryer had probable cause for her detention...
