Plaintiffs seek attorney's fees and costs pursuant to 42 U.S.C. § 1983 and the Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400. Defendants move to dismiss the action on two separate grounds: (1) plaintiffs are not "prevailing parties" that are entitled to attorney's fees under the IDEA...
