In the early morning hours of November 16, 1994, a fire broke out in the home of plaintiffs Andronic and Jographia Pappas. Although a number of fire investigators scrutinized the fire scene and damage in the weeks and months following the blaze, only one, Richard Brugger, reached a conclusion as to its cause.
