On February 4, 2000, the government filed a motion to dismiss Defendant-Appellant Jose Gomez-Perez's appeal in this case, arguing that Gomez-Perez had waived all rights to appeal so long as his sentence was within the range stipulated to in the plea agreement. On February 18, 2000, Gomez-Perez's counsel notified this Court that she took "no position with respect to the government's motion." On March 8, 2000, this Court denied the government...
