Before the Court is a dispute over the applicability of the Pharmacy Act of Puerto Rico to mail-order pharmacy services based outside of Puerto Rico that supply pharmaceuticals to customers within Puerto Rico. The district court held that such mail order pharmacy services are not forbidden by the Act and entered judgment in favor of appellee National Pharmacies, Inc. against appellants College of Pharmacists...
