The United States appeals from a final judgment of the United States District Court for the District of Connecticut (Peter C. Dorsey, Judge), granting John Cheung's petition for a writ of habeas corpus and ordering his discharge from custody pursuant to a ruling by United States Magistrate Judge Joan G.
