ZAPPALA, Justice.

We granted allocatur in this case to determine whether expert testimony is necessary to ascertain if warning signs should be placed three miles away from a construction site on an interstate highway. This is an appeal taken from the order of the Commonwealth Court, which reversed the common pleas court's grant of summary judgment for the Appellants.
