William Gillespie and Barbara Ryan served for many years in the Illinois Department of Children and Family Services ("DCFS"), rising ultimately to become Regional Administrator and Assistant Regional Administrator for the Springfield Region, respectively. DCFS has had its troubles over the years, and by the early 1990s some of those problems came to a head. Gillespie and Ryan lost their jobs, because, they claim, they were among the agency...
