The Commissioner of Social Security appeals the decision of the district court granting the plaintiff's Rule 59(e) motion and denying the Commissioner's Rule 59(e) motion in this Social Security disability insurance benefits case. The district court had initially granted summary judgment for the Commissioner, affirming the ALJ's finding that Lauer was not disabled during the 18-month period from 1991 to 1993 in which he did not work.
