Rudolph Lucien, a prisoner currently incarcerated at Stateville Correctional Center, attempted to sue a prison official who had transferred him to a different prison. Lucien alleged that the transfer was in retaliation for earlier litigation commenced by Lucien against the official. The district court denied Lucien's petition to proceed in forma pauperis (IFP); dismissed his complaint as time-barred; and barred him from proceeding IFP...
