The central issue presented in this appeal concerns the validity of an appeal waiver provision in plea agreements used by the United States Attorney's Office for the Eastern District of New York. Appellant Deinner Rosa appeals the sentence entered July 31, 1996, by I. Leo Glasser, Judge, sentencing him to 27 months' imprisonment, three years' supervised release, and a $50 special assessment.
