Joe P. Grisham appeals the district court's order dismissing his case pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure. Finding no error, we affirm.

I. BACKGROUND

Taking Grisham's version of the facts, as we must in reviewing a 12(b)(6) dismissal, the facts are as follows. In 1991, Grisham began work as a civil service employee at the Johnson Space Center of the National Aeronautics and Space Administration ("NASA")....
