OPINION

BASSLER, District Judge:

This case arises out of the Supreme Court of New Jersey's July 6, 1995 private reprimand of Judge Mac D. Hunter of the Superior Court of New Jersey. The Supreme Court reprimanded the Judge for his refusal to cooperate with the Advisory Committee on Judicial Conduct in its investigation of a complaint against him. The Supreme Court dismissed the underlying complaint which alleged that the judge had abrogated his duties...
