These are two legally-identical governmental liability cases in which the claimants sought damages against a county and two of its public officials for their alleged failure to use the criminal justice system to keep drunk drivers off the highway. In each case, the trial courts granted summary judgments for the defendants. Since both cases address the same legal issue and both appellants assert essentially the same points of error...
