In March of 1990, the Utah Department of Public Safety fired Michael Hom from his job as a computer programmer/analyst. Hom then brought a § 1983 action against A. Roland Squire and Arthur J. Hudachko, his former supervisors, and Douglas Bodrero, the Department of Public Safety Commissioner, alleging that they fired him in retaliation for exercising his First Amendment right to free speech.
