Sandy Sherman was convicted in Texas state court for delivery of a controlled substance and was sentenced to sixty years of imprisonment. After the Texas Court of Appeals affirmed his conviction, Sherman did not seek review in the Texas Court of Criminal Appeals. Instead, Sherman filed a state application for habeas relief which was denied by the Texas Court of Criminal Appeals. Sherman then sought habeas relief in federal district court, but...
