Dennis Laverne English appeals from the district court's denial of his 28 U.S.C. § 2255 habeas corpus petition. We affirm.

I. BACKGROUND

English was convicted of possession with intent to distribute cocaine base in violation of 21 U.S.C. § 841(a)(1), and of conspiracy to distribute cocaine base in violation of 21 U.S.C. § 846. At trial, the chief evidence against English was the testimony of the arresting officers...
