On January 31, 1989, Illinois Attorney General Neil Hartigan and the Illinois Department of Transportation (the Department) filed a 21-count amended complaint against 23 separate defendants. All of the defendants were construction contractors who had participated in construction of the McCormick Place Annex or in various State highway construction projects.
