NIEMEYER, Circuit Judge:

On April 15, 1991, Robert O. Linton was given notice by Frederick County that he was being terminated from his employment as chief of the county's highway operations for the reasons given to him in a written "Notice of Dismissal." He was given the choice of either resigning or being fired. When Linton asked for time to discuss the situation with his family, the county agreed to receive his decision the next day, April 16...
