Robert H. Ketchum brought this action on his own behalf under 42 U.S.C. § 1983 against the City of West Memphis, Arkansas, and other defendants. The District Court granted leave to proceed in forma pauperis, and the summons and complaint were served on the City. The City then moved to dismiss under Fed.R.Civ.P. 12(b)(6), arguing that the complaint contained only conclusory allegations and did not allege sufficient facts...
