Christopher A. Lewis, Secretary of the Commonwealth (Lewis), has filed preliminary objections to the complaint for declaratory judgment filed by Shelly Friedman (Petitioner). Lewis' first preliminary objection, in the nature of a demurrer, alleges that the complaint fails to state a claim upon which relief can be granted. Lewis' second preliminary objection alleges that the complaint should be stricken as contrary to the Pennsylvania Election Code ...
