The United States appeals from the district court's decision (1) declaring a 75-yard security zone imposed by the Coast Guard during Fleet Week in 1986 a violation of the First Amendment rights of the Bay Area Peace Navy (the Peace Navy), and (2) permanently enjoining the Coast Guard "from imposing a security zone in excess of [25] yards away from the reviewing stand on the pier or on the shoreline of San Francisco Bay during the opening ceremonies...
