Ricky Peete appeals his jury conviction and subsequent sentence for attempting to affect commerce by extortion in violation of the Hobbs Act, 18 U.S.C. § 1951.

Ricky Peete, who is black, was the elected city councilman for City Council District Seven in Memphis, Tennessee. Memphis's Charter provides that the legislative power for Memphis shall be vested in the City Council. The Council is comprised of thirteen members...
