("IRM"), from a summary dismissal of a suit alleging that the defendants, who include the major producers of soda ash in the United States, conspired to fix the rates of domestic terminalling services for soda ash in violation of § 1 of the Sherman Act, 15 U.S.C. §§ 1-7 (1988).
