The sole issue in this case is whether General Statutes § 7-147, as it existed on January 12, 1988,1 was unconstitutional. On January 12, 1988, the trial court, Fuller, J., found that the statute lacked sufficient standards to guide municipalities in enacting waterway protection ordinances under it and thus held the statute to be an unconstitutional delegation...
