On September 16, 1988, the grand jury for the El Paso Division of the Western District of Texas returned a superseding indictment charging Audelio Arzola-Amaya ("Arzola-Amaya") as a principal administrator, organizer, and the leader of a continuing criminal enterprise, in violation of 21 U.S.C. § 848(b).
