This interlocutory appeal from an injunction issued to enforce violations of the Fed Water Pollution Control Act, 33 U.S.C. §§ 1251 et seq., commonly known as the Clean Water Act (CWA), raises three issues: (1) whether the Puerto Rico Federal Relations Act, 48 U.S.C. §§ 731 et seq. (FRA), precludes the application of the CWA in Puerto Rico, (2) whether the pendency of certain proceedings before the courts...
