The defendants, the City of Cincinnati and its Health Commissioner, Dr. Stanley Broadnax (hereinafter collectively referred to as Cincinnati or the City), appeal from the district court's order granting the plaintiffs a preliminary injunction against enforcement of Cincinnati's fetal disposal ordinance.
