Idaho Forest Industries (IFI) brought suit to permanently enjoin the Hayden Lake Watershed Improvement District (HLWID) from constructing a public beach, docks and parking lot on property allegedly owned by IFI in fee simple. IFI further sought to have title quieted in it as against HLWID and the State of Idaho, which was brought into the suit by HLWID as a third party defendant.
