Richard Boyles served as Sheriff of Franklin County from 1970 to 1978. In 1978, he ran for a third term, but lost in the primary election. Prior to the expiration of his term, Boyles applied for disability retirement, claiming that a bronchial asthma condition and a hearing impairment prevented him from carrying out his duties as sheriff. The Franklin County Disability Board and, in a de novo hearing, the Washington State Department of Retirement Systems...
