Jane Krikava appeals the trial court's dismissal, with prejudice, of her claims for damages against Robert Webber and the City of Hoquiam. We affirm the dismissal of her claim against Robert Webber, but we reverse the dismissal of her claim against the City of Hoquiam.

On March 8, 1980, a car driven by Hoquiam police officer Webber collided with a car driven by Jane Krikava. Webber, Krikava, and the passengers in Krikava's vehicle were all injured...
