The District of Columbia ("District") appeals from the District Court's award of attorneys' fees under 42 U.S.C. § 1988 to plaintiffs who successfully sought an injunction prohibiting the demolition of the Rhodes Tavern prior to a scheduled referendum dealing with the future of the tavern.
