On February 6, 1985 plaintiff, James V. Battaglia, commenced this federal employment discrimination action under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., for alleged discriminatory retaliation by his former employer, the Social Security Administration. Plaintiff claims he was denied his within-grade salary increase because of his work as an Equal Employment Opportunity ("EEO") counselor...
