Plaintiffs Larry and Delores Traughber (Traughbers/appellants) appeal the district court's dismissal of their § 1983 lawsuit. The district court predicated its decision on the doctrine of abstention articulated in Younger v. Harris, 401 U.S. 37, 91 S.Ct. 746, 27 L.Ed.2d 669 (1971), and its progeny.
