This appeal is brought by three health care providers, Euclid Convalescent Center, California Care Corporation, and El Rio Development Company. Each of the providers operated a convalescent home in California in the late sixties and received funding under the Medicare Act, 42 U.S.C. §§ 1395-1395rr. The government, following a lengthy administrative process, sued in the district court for return of payments advanced to the providers...
